Additional Information

The National Map is created and maintained by USGS. Esri does not control the quality of this map. Esri only makes it available through ArcGIS Online. It is a raster basemap, so the labels are embedded in the cache, meaning when the map is rotated, the entire map image rotates, labels included. I have reported the missing land over Lahaina Beach. If any other issues occur, users of the National Map can reach out to tnm_help@usgs.gov. Closing this ticket as a known limit because it is not Esri's map.

Workaround

Use an Esri vector basemap or Open Basemap vector style for a more accurate depiction of the beach/shore.
