The user.disable() operation fails returning the error, "HTTP Error 404: Not Found" when using the ArcGIS API for Python against Portal for ArcGIS.

Workaround
For Portal for ArcGIS 10.7.1, create a list of the users to be disabled and running:
portal.users.disable_users(users_to_disable)
