The user type specified in the New members default setting in ArcGIS Online is not honored when creating a new user using ArcGIS API for Python if the user_type parameter is not specified.

Workaround
Specify both 'user_type' and 'role' parameters in the script and ensure the following are set:
- The license is available for the selected user type.
- The selected role is compatible with the selected user type.
