The user has been using the Highlight (Highlight Gaps and Overlaps) tool up to ArcGIS Pro 3.2 for data quality. Since a recent update to ArcGIS Pro 3.3.0, the workflow is no longer available.

The Highlight (Highlight Gaps and Overlaps) tool only work against parcel fabric polygon layers.Workaround
Use ArcGIS Pro 3.2.2 and implement parcel fabric workflows.
