This hole or gap in Nevada is part of a Dept. of Defense and Dept. of Energy No-Fly Zone (Nellis AFB / "Area 51") and the Imagery is not collected in the National Agricultural Imagery Program (NAIP) program here. Refer to page 7 of this non-Esri document on the NAIP Nevada imagery program: http://www.nbmg.unr.edu/smac/may2007.pdf Workaround is to use one of the other (natural color) imagery services available on ArcGIS Online: Landsat 8 Modis / Terra Sentinel-2
