The Upgrade to ArcGIS Server 9.3.1 for .NET still writes files to the default location even though IIS was already installed and configured to a non-default location.

This issue is based on the pre 10.1 architecture that is no longer being developed.Workaround
Manually copy the files to the non-default location.NOTE: the client requested the bug get reported in case we use the same upgrade procedure for latter releases.Steps to Reproduce
