Closing this issue as it is not occurring in ArcGIS Enterprise 11.3 and higher. It is recommended to upgrade to a newer version of ArcGIS Enterprise.Workaround
- Works as expected in Map Viewer Classic.
- Works as expected in ArcGIS Enterprise 10.9.1.
- Works as expected in ArcGIS Online.
