Additional Information
The behavior when branch versioned data without the Version Management capability enabled is intentionally changed in ArcGIS Pro 3.3. This change corrects how feature services are edited in ArcGIS Pro with branch versioned data. Undo or redo with complex branch versioned datasets such as parcel fabrics or utility networks are not designed for non-Version Management workflows. This behavior is changed to ensure proper transactional consistency with these advanced datasets when Version Management is not enabled.
The behavior moving forward is that when editing branch versioned data without Version Management capability enabled, the undo or redo and save or discard are unavailable. To enable undo or redo functionality, enable the Version Management capability and edit in a version.

Workaround
The undo or redo and save or discard functions are available when editing branch versioned data via a feature service that is published with Version Management capability when in a user version. The default does not support these capabilities.
