The transparency of a web map service (WMS) is not honored in ArcGIS Pro or web apps, and the feature color is solid rather than transparent.

Additional Information

In order for the web map service (WMS) service to return an image that contains layer transparency, the requested image format must be PNG32. The layer transparency does not honor the image format of JPG, PNG, PNG8, or PNG24.
