The Transformation Warning window does not consistently appear when adding layers in ArcGIS Pro 2.2.4.

Additional Information
The Transformation Warning does not reappear because transformation already exists on the map. This scenario is strange and additional functionality will be added in the future so transformations which are not associated with current layers appear in the Transformation dialog in Map Properties.Steps to Reproduce
