WFS-T is not supported for Web Feature Service (WFS) version 1.0.0. Please use version 1.1.0 or version 2.0.0 to make edits. Use ArcGIS GIS Server 10.4.1 to activate Web Feature Service (WFS) capabilities of a feature service in the Server Manager and enable transactions. The edits are successful and no 400 error is returned.
