The Trace option 'Trace selected features' prevents layers outside the editing workspace from being used to trace a boundary for the Cut Polygons tool.

With any split command you need to select the feature you want to split, this has nothing to do with Trace.Workaround
1. Create a temporary map layer from the selected features of the tracing layer; this has the effect of isolating the desired features from other features in the tracing layer. 2. Turn off the original tracing layer and use the temporary layer to do the tracing, without selecting features in that layer. 3. Cut the target layer.Steps to Reproduce
