The tool tip in the Manage Tile Cache geoprocessing tool displays zoom levels that are inconsistent with the ArcGIS Online tiling scheme. The 24 zoom levels should be labeled as 0-23 instead of 1-24.

Workaround

Subtract one from the Level ID in the Manage Tile Cache tool to get the correct Level ID.
