The time zone setting is not retained when using the Download Map tool for feature services published to ArcGIS Online with the 'Preferred Time Zone' and 'Adjust for Daylight Savings Time' options configured.

Additional Information

The preferred time zone is only used for display purposes. This does not change the values of the date and time attributes.

Workaround

Use the Convert Time Zone tool.
