The time zone and step interval set on a feature layer in ArcGIS Pro are not honored in ArcGIS Online when the layer is published as a hosted feature layer.

Additional Information
The web layer item does not have the specification to drive the time zone of the entire map. If the time zone is set to none in the map, then the layer's time zone settings are used.Workaround
Manually set the 'Time zone' and 'Time intervals' settings on the hosted feature layer.
