The time series set under the Usage tab for a hosted feature layer shows an incorrect time range when viewing it in the Usage request using a custom date range.

The usage events in time buckets are defined with startTime-length as UTM time. If daily requests are coming for 12 am for a non-UTM defined time, it falls on a time which is not at the border between days. In this case, the daily reports ASM returns are for the two days around that time point. This is a known issue because of the time zone differences.Steps to Reproduce
