The time for the date field is neither displayed nor can be configured for the CSV URL/file added to a map viewer in ArcGIS Online.

Additional Information

In configure popup if you go to 'Configure Attributes' and then click on a date field you get the selection list with the date formats. If you select either 12/21/1997 or 21/12/1997 the 'Show time' option get enabled. If you check it, it will show the time in the popup and table.
