The tile layer is not generated in ArcGIS Online when using the ArcGIS Online / Bing Maps / Google Maps Tiling Scheme for data located in specific areas, for specific scale levels and some coordinate systems.

Additional Information

The raster dataset is not visible at the specified scales. Caching fails because there are no tiles to create that are valid.

Workaround

Set the levels of detail to include scales at which the data would draw and publish again.
