Additional Information
This is not a technical issue but a licensing issue. The ECW libraries are unable to be used on ArcGIS servers without a specific license from Hexagon. The ECW libraries cannot be served as an image service/map service, or generate tile cache at ArcGIS Server.Workaround
Convert ECW file to another format (for example, TIFF) or refer to https://support.esri.com/en/technical-article/000010516 for instructions to get a license.
