Workaround
Create a tile layer in ArcGIS Pro:
- Add a TIF image file to a new map in ArcGIS Pro.
- On the Share tab, click the Web Layer drop-down and click Publish Web Layer.
- On the Share As Web Layer pane, on the General tab, navigate to the Layer Type section and select Tile.
- On Configuration tab, expand the Tiling Scheme node, and select ArcGIS Online / Bing Maps / Google Maps from the drop-down menu.
- Level of Details.
- Click Publish.
- Open ArcGIS Field Maps and the the tile layer is displayed.
