The Thai language characters added to the text layout element are not visible in the PDF and Adobe Illustrator (.ai) file format when exported from ArcMap.

Additional Information

If using the default font (Arial), it does not have Thai characters available. It displays correct characters in ArcMap display due to something called "Font Fallback" that's built into Windows GDI. HOWEVER this logic cannot be used for explicitly writing characters to a PDF file. To get correct characters to show, use a font that does support Thai characters, such as Arial Unicode MS. Using this font the text exports and is correctly readable, since the Thai characters ARE included in that font.
