Additional Information
The issue is not reproducible with the latest version of ArcGIS Maps SDK for .NET and Local Server ArcGIS SDK for .NET. Contact Esri Support Services if the issue persists.Workaround
Use ArcGIS Runtime 100.4 (LocalServer 100.3.1).
