The performance reported is "As Designed". This basemap is created as a "Map Sandwich" with the reference layer above the base relief. Any user added data gets "sandwiched" between the reference layer and the basemap layer. This is the map display as described in the triage bug -- linework, roads, water features are covering added point data. To adjust this in the ArcGIS Online Map Viewer, follow these 5 steps: 1) In the Contents pane, the entry for the Web Map appears: Terrain with Labels. 2) Click on the arrow to the left of the name to expand the contents of this web map. 3) There are two sub layers: World Reference & World Terrain Base. 4) Click on the three blue dots beneath World Reference for "More Options". 5) Select "Remove as Reference Layer". This stacks the World Reference layer above the base, *but* below any operational data added by the user. Data points appear above the roads, text, other features.
