This issue is fixed in ArcGIS Pro 3.8.Workaround
Confusion arises during the import of elements in the GML namespace. Setting the metadata style to 'ISO 19139 Metadata Implementation Specification GML 3.2' during the import of metadata ensures correct handling of time values. After the import, the style can be reverted back to the INSPIRE Metadata Directive.
