Workaround
- Turn off Auto Cache in the Map tab under the Feature Cache group.
- Go to the map extent that has the feature to be appended and click Fill in the same area of the ribbon.
- Run the workflow again, and the table and map refresh normally.
Alternatively, running the append tool with the appropriate parameters from the Python window within ArcGIS Pro results in the table and map refreshing correctly.
