This issue is only reproducible when using a particular feature service with transparency drawing info that is only supported in ArcGIS Pro. If the feature layer is added to a new web map and saved, the issue is no longer reproducible. Please use a new web map as a workaround.Workaround
The alternative workaround involves creating sites by selecting the color for features to be filled in. This can be done by creating a new layer and then saving it.
