This issue is not reproducible in ArcGIS Enterprise 10.8.1 (And newer versions). ArcGIS Enterprise 10.7.1 is now in mature support and not eligible for patch support.Workaround
Apply the symbology to layers after publishing to ArcGIS Enterprise.
