This defect is logged against a version of the software that is no longer supported. The issue is not reproducible in newer versions of ArcGIS Enterprise Map Viewer using the documented workflow in https://enterprise.arcgis.com/en/portal/latest/administer/windows/configure-map.htm#ESRI_SECTION1_8E391B84AFEF40C88EB764334893C9B5. If the issue is still occurring, reach out to Esri Support Services with a new reproduction case.Workaround
Remove a custom group to display another group in the drop-down menu.
