This issue is addressed in ArcGIS Pro 3.4.

Workaround

  • Publish the geocoding service using the ArcGIS Pro user interface (not using ArcPy).
  • Edit the generated service definition draft (.sddraft) file manually to remove any unwanted operations, and publish the geocoding service using the modified .sddraft file.
