Additional Information
This behavior is by design. The base address and associated subaddresses need to have the same street components plus all zone components like city, state/region, county/subregion, district, neighborhood, including the postal code. If the subaddresses and base address have the same street components and postal code, when the locator is built with only the postal code, the subaddress suggestions will display when the base address is entered. If the postal code is the same for both base and subaddresses and the city is different for the base address, the subaddress suggestions will not display when the base address is entered.
Workaround
This issue is data-specific. For example, in the case of Condominium (subaddresses), the city name must be exactly the same in all records, including the base address and all the units. The street components and zones (city, state, county, neighborhood, and so forth), including the postal code, need to be exactly the same for the base address and subaddresses in the reference data.
