The Strip Map Index Features tool calculates the rotation angle using a method that fails to keep north oriented toward the top of the page when using data driven pages.

Workaround

Use the Calculate Polygon Main Angle tool and select either the 'Geographic' or 'Graphic' rotation methods. User must experiment to see which method yields the better results because it is dependent on the parameters selected in the Strip Map Index Features tool to generate the polygons.For Basic licenses:
  1. Open the attribute table for the StripMapIndexFeature layer (right-click > Open Attribute Table)
  2. Add a new field by hitting the drop-down in the top-left > Add Field
  3. Give the field a name like "Angle2" and give it a field type of "Double"
  4. Right-click the new field's name > Field Calculator
  5. Once that is open, double-click the existing "Angle" field and subtract 180, so it looks like:  [Angle] - 180
  6. Once you have the values carried over, open the Data Driven Pages properties and change the Orientation field to "Angle2"
  7. This should properly orientate your map S-N
