The Stretch function applied to a mosaic dataset is not honored in ArcGIS Desktop 10.6.1 or ArcGIS Pro 2.2.1.

Additional Information

This is As Designed. The Stretch function is used to stretch pixel values from one range to another. It is used to change pixel values. The Stretch Type in the Symbology tab in ArcMap and Symbology pane in Pro controls how the raster appears on the map/scene. It is used to "render" or display pixel values. These are two different things. If you want to change the way the mosaic or raster is displayed in the map, you can use the 'Enable custom rendering defaults' section in the Pro/ArcMap options page OR if you don't want the pixels stretched when displaying the mosaic (Stretch Type: None) then you can use the Source Type property in the General tab of the Mosaic Dataset properties page and set it to 'Processed'. Please let me know if you have more questions.

Workaround

Set the source type in the General tab of the mosaic dataset properties to 'processed', and ensure that the stretch type is none by default.
