The StreetMap_Premium_Europe_HERE_2016R2 locators ignore the ranks of cities while locating adresses in ArcGIS Pro.

After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
This limitation is due to a combination of the FRA locator file (from the StreetMap Premium DVD product) grammar along with the software engine/algorithm for the calculation of the zoom/map extent for local search.
Suggested work-arounds include:
1) downloading the France.mmpk from the StreetMap Premium - Europe group on ArcGIS.com. Use the Import Map tool in ArcGIS Pro to extract the mobile map package which contains a FRA composite locator. You can then save the mobile map package as an .aprx file and have use of the locator in the .aprx or use the extracted locator independently of the mapping layers and network dataset in ArcGIS Pro. You would need to have the Esri extension for StreetMap Premium - Europe to use the France locators from this package. This locator group also contains a Gazetteer place name locator within the FRA composite, so searches for cities like 'Paris' or 'Lyon' would appear from both the Gazetteer place name locator and the administrative place name locator with the Gazetteer locator above the AdminPlaces locator in the composite locator order so there would not be a correct ranking order between the two locators as the rank is independently calculated for each locator first.
2) set a Bookmark within ArcGIS Pro for the full extent of France or a scale greater than 1:1M to zoom to between performing city searches.
Workaround
To get the correct results from the search in the Locate pane, zoom out to the full extent of the map.
