The primary supported functionalities of the ESRI StreetMap Premium product are mapping, geocoding, and routing in a 2D environment. There are no current plans to expand the product into a 3D environment, although it is being considered for a future product enhancement. The HERE data vendor does not support updating the MapBuildingArea feature class used in StreetMap Premium with more height values as the vendor has a specific product called "Advanced 3D City Models" for those interested in modeling the urban environment/buildings.
