The Storyteller user type is a relatively new user type that was added in conjunction with ArcGIS Enterprise Sites 10.9.1. This is a known limitation of ArcGIS Enterprise Sites 10.9 and 10.8.1.Workaround
Upgrade to Portal for ArcGIS 10.9.1.
