This is currently not available as a hosted application template in ArcGIS Online but this will be released as a new hosted application template in mid-2016 with an interactive builder. This will be addressed in 2.0 release (when the Shortlist becomes a hosted ArcGIS Online template). The workaround is for authors to use shapefiles to add supporting layers into their Shortlists that have labeling turned on.Steps to Reproduce
