This is by design due to the way iOS currently handles iframes.
Mobile browsers automatically make toolbars and other controls appear, disappear, and change size based on different actions the user takes. These controls take up varying amounts of vertical space on the screen and this in turn affects how embedded web pages are rendered and behave. This particularly affects Cascade stories since so much of Cascade's appearance and behavior depends on the height of the screen.
The 'Tap to read' message is necessary to provide a good experience for users. The monitoring process is continued to determine how iOS treats iframes to move back to a dynamic version of embedded Cascade stories on mobile devices in the future, but for now this is a known limitation on iOS.
