The ST_INTERSECTS query against versioned views does not use the spatial index on the base tables and so exhibits slow performance.

Workaround

Create a custom versioned view which incorporates st_geometry functions inside the view. The st_intersects query is added to the end WHERE clause in both sides of the UNION in the versioned view.  So this means the ST_INTERSECTS filter is added to the Adds and Base portion of the view DDL. Adding the function to the view DDL allows the spatial index to be used.
