Workaround
Limiting the values to four digits after the decimal point returns results without any errors. For example: SELECT SDE.ST_Geometry('POLYGON ((-117.1000 32.8282, -117.0999 32.8259, -117.0974 32.8274, -117.0974 32.8274, -117.1000 32.8282))', 4269) FROM dual;
