Workaround
A potential workaround is to complete the upgrade process as noted in the documentation, and re-authorize ArcGIS Workflow Manager Server using either an Advanced or Basic ArcGIS Workflow Manager Server 10.9.1 license. If the Basic license fails to improve, test using an Advanced license for the second reauthorization attempt.
