Additional Information

ArcPy will point to the last software installed. If you install Server last and don''t licence it it will fail. The only solution is to install Desktop and DI last then this will work. JR

Workaround

Run it on a machine without ArcGIS Server, or with Data Interoperability licensed for ArcGIS Server.
