The Spatial Database Engine (SDE) connection in the geoprocessing tool cannot be accessed after publishing to ArcGIS Server 10.8 as referenced, returning the error message, "ERROR 000732: Input Rows: Dataset...does not exist or is not supported Failed to execute (GetCount)."
