The Spatial Analyst Reclass by Table or by ASCII File tools assign an abnormal No Data value that promotes an 8-bit raster to 32-bit raster.

Additional Information

Both ReclassByTable and ReclassByASCII are now producing 16-bit promoted output rasters with a nodata value of 65535 (FGDBR by design does not show the nodata value) which is as expected.

Workaround

Save the output as GRID.
