The source layer goes missing when the first control point is added from the source layer to the referenced layer during georeferencing.

We believe this issue is no longer a problem at the current version 2.3. But if you still have any questions or concerns, please contact Esri Technical Support.

Workaround

1. Navigate to the Review panel under the Georeference tab and click Delete All to delete the previously added control point.2. Retry adding the control point to the source layer and the referenced layer.3. The source layer overlaps the referenced layer when adding the control point succeeds.OR1. Click the Imagery tab > Select and click Georeference.2. Under the Prepare panel at the right-most side and click 'Fit to Display'. The source layer readily overlaps the reference layer.3. Click the 'Set SRS' button and proceed to adding control points. Toggle the source layer by clicking the 'L' button as necessary.
