The 'Solve Vehicle Routing Problem' standalone tool does not accept the ArcGIS Online network dataset source, while the 'Make Vehicle Routing Problem Analysis Layer' tool does.

This is by design. The older 'Solve Vehicle Routing Problem' tool does not accept URL network data sources. This tool is to be deprecated with the release of ArcGIS Pro 2.7, so no plan for any enhancements.Workaround
Use the 'Ready to Use' version of the 'Solve Vehicle Routing Problem' tool or the Network Analyst ribbon options.
These accept ArcGIS Online or other portal network dataset source logged in through the 'Network Analysis' button.
This behavior is unusual, given the standalone 'Make Vehicle Routing Problem Analysis Layer' accepts a portal URL for input, but a standalone tool (for example, the 'Solve Vehicle Routing Problem' tool) used in conjunction with the former tool does not.
