Additional Information
The VRP solver including the OptimizeForLocalOrders override has not been designed for the high density routing problem seen in this use case of trying to visit multiple locations on most streets. However, since this is outside of the scope of what was designed and tested for, there will be problem instances that do not perform well.

For high-density problems, it is highly recommended to consolidate the orders on a street edge to a single super order. Streets must be broken down into edges at every intersection so that each edge represents a section of street that must be traveled fully if not allowing for u-turns in the middle of a street.
Workaround
Use the Solve tool without the Overrides option.
