Additional Information
Snapping the fishnet to features in different layers is currently possible. From the screenshot, the anchor is not within the map extent. To reposition the anchor for the Move tool, press Ctrl and click to place it in the view. To rotate, use a secondary anchor to assist with the rotation. Workaround
For Move, press Ctrl and click to reposition the anchor within the view extent. For Rotate, press Ctrl and click to reposition the anchor and press S to add a secondary anchor to assist with the rotation, if required.
