This issue is addressed in ArcGIS Pro 3.6.Workaround
In ArcGIS Pro 3.x, display the snapping options using the snapping control at the bottom left of the map frame. This displays the options in an activated map.
In ArcGIS Pro 2.9.11, when a map frame is activated within the layout, the snapping options display in the menu.
