Additional Information

After closer examination, this is determined to be a usability issue rather than a bug. Specifically, when observer points are too close to the surface, on the order of microns, no meaningful skylines are created. Additional remedies, including warnings in the tool and more usage guidance in the help documentation, will be added to address this scenario. This bug is now closed. Similar comments are also added when the original triage item is closed earlier today.
