The Sketch widget in ArcGIS Maps SDK for JavaScript 4.28 does not select polyline graphics with customized CIM symbols.

Workaround
This only appears to happen with CIMSymbols with the dash effect, so as a workaround, remove the dash effect or use a SimpleLineSymbol with dashes. https://developers.arcgis.com/javascript/latest/api-reference/esri-symbols-SimpleLineSymbol.html#style
